Early Intervention Program

Our goal is to stop human trafficking before it starts

Submit an Early Intervention Referral

Youth are facing increased chances of exploitation, recidivism, child welfare involvement, family separation, and drop out rates, if they do not have adequate social support systems and resources. Many at-risk youth who are not yet trafficked are highly likely to become victims without early intervention. Data shows that 75% of trafficked youth are exploited for over two years before being identified.

West Coast Children’s Study

The Early Intervention Program prevents human trafficking by becoming a bridge between high risk youth and existing support systems within the community.

EIP empowers youth through collaborative case management, safety planning, goal setting, and strengthening support systems within the community.

Support Services from the EIP Specialist

  • Help in identifying and responding to at-risk youth by utilizing the Commercial Sexual Exploitation Identification Tool (CSE-IT) to determine eligibility for services.
  • Meetings with the identified youth to build rapport, determine goals, and set up a service plan, utilizing the Casey Life Skills Assessment Tool.
  • Utilizing training in Motivational Interviewing and Trust-Based Relational Intervention®.
  • Providing the youth emotional support and individualized education regarding risky behaviors to implement coping mechanisms and develop life skills.
  • Help in reducing a youth's traumatic responses to life triggers and maintaining connections to needed support services. The specialist will also support youth transitioning out of a juvenile detention center back into their homes, schools, and communities.
  • Support to at-risk youths' families/guardians by providing education about risky behavior, adolescents' physical and emotional development, and collaborative case planning for the youth.
  • Connecting families/guardians to available services in the community.

Whom We Serve

The Early Intervention Program serves girls 17 and under who meet the following criteria:

  • Scored ‘Possible Concern’ according to the Commercial Sexually Exploited Assessment Tool (CSE-IT)
  • Have risk factors for commercial sexual exploitation, such as:
    • exploitation of a sibling
    • engagement in and/or history of risky behaviors including but not limited to:
      • running away from home
      • substance use
      • unsafe online practices
      • juvenile detention or probation involvement
      • experiencing instability in their housing
